First of all the way this situation is happening isn't listed. By the sounds of it you are trying to use Divine Wrath on a Fiendish Chain which is literally impossible. If Divine Wrath also can't be used on Kudabbi because Kudabbi does not activate, it's a continuous effect. If Kudabbi is Fiendish Chain'd, regardless of the number of cards in hand it can still be destroyed by battle and card effect because the effect which would prevent him from being destroyed is negated.
