New Ban list and New rules to come with it

Well there is a new ban list that is effective as of today 7/14/14.
The changes are as follows:
-Goyo Guardian went from being banned to limited
-Geargiagear went from unlimited to limited
-Magician of faith went from limited to semi-limited
-Formula synchron went from limited to semi limited
-Reinforcement of the army went from limited to semi-limited
-Mirror Force went from semi limited to unlimited
-Dimensional prison went from semi-limited to unlimited
In addition to the new ban list there are 2 rule changes:
1. the player who goes first cannot draw on their first turn
2. there can now be a face-up field spell on both players sides
The changes are as follows:
